Doctor Gero appeared as number 20 seeking revenge against Goku during the events we all know. He failed, faced the betrayal of number 17 and 18, and number 16 had a big role in the defeat of his ultimate creation, Cell. 21 never appeared in the canon story though, she was introduced in the videogame Dragon Ball FighterZ. She should be canon!!
