Also, last time I checked only the abra evolution line has glowing eyes when using psychic, but this is a fan fic so I'll let it slide. I also might be massively wrong, but I'm dumb. Also, don't say metagross does because it's the cross on his face that glows, not its eyes. (They don't have gender so it's its)

Looks like she's using Dazzling Gleam. Point is, Their eyes do Glow when doing particular moves. Psychic is probably one of those moves, since it's a powerful one.
