The first impression I got when I saw this W.I.P. was 'elegant'. The overall form is attractive to me, with the fluffy appearance of the hair and wings and folds. The hands are not as messed up as you seem to think they are, although they do need a little T.L.C.

I would firstly suggest resketching this work-in-progress onto a larger sheet of paper, to better fit it compositionally (it currently suffers from a severely unprofessional 'disappearing foot syndrome'. You did a pretty nice job with the face and eye detailing -- however, the eye farther from us ought to be scooted over a tiny bit -- closer to the nose. The reason why? When I do my How To Draw Manga Style class annually, the first thing I tell my fellow aspiring artists is not to let the far eye ooze off the face. It instantly makes your work look amateur. By simply sliding the eye in closer towards her nose, just a little, I think you might be surprised and delighted (like I was when I started drawing manga a long time ago) at how cool it looks.

Try it out and see if you like it -- if not, you can always go back to doing it however you'd like. Nice design on the jacket and folds -- you're going to be hardcore good at folds sometime soon if you keep practicing with them like you are now!
