I'm guessing they work pretty much like other spam bots. It's a piece of software that is designed to create bogus accounts or hack existing ones, and then post these kinds of comments on the most popular deviations it can find.
Spam bots often spread using viruses to install themselves on vulnerable computers. This makes them harder to detect, because they're not all connecting to dA from the same place. The owner of an infected computer might have a real dA account too, so dA can't simply block everyone that looks like a spam bot.
