Not sure who drew the original. I got the image from the MTMTE books.So, he's an unnamed character.
He is the other half to Negatron.
This guy and Negatron were clones of Galvatron and Optimus Prime.
The cloned spark of Optimus accidentally got put in the "Galvatron" body and the Galvatron spark got put in the "Optimus" body.
This one is a some what noble, since his personality is a clone of Optimus Prime.
They aren't exactly the same since this guy is actually evil.

My brain exploded from trying to make sense of it as well as trying to think of a name for him.

The blue on the cannon does seem extremely heavy, the detailing is lost. Personally the colours are a bit bright but, it's a nice manip. What you could do is shade one side of his face (below his nose) much darker to give the impression of a Prime-type faceplate.

suppose you didn't finish the face plate, and the blue on the gun doesn't look that good, i like the way the red looks though.
