Actually people do complain when white characters are played by PoC actors so please don't act like no one has ever complained about white characters being played by a person of color. Do you not remember the outcry when The Human Torch was played by Michael B. Jordan in the most recent Fantastic 4 Movie?

Incorrect. The only way your argument would be true is when all other things are equal. And theyre not.
If you have a rich person and a homeless person each eating a hamburger and you take it from both of them, you did the same thing, but it hurts one of them way more than the other. The action being identical doesnt mean what you did was "equal" or "fair" because like in my analogy the starting point isnt equal.

That only works if you can prove that there is racist intent meant by the drawing. If white washing exists then the opposite must as well, if even only in mere possibility. I get what you're saying and i mostly, i do. But if you took a beloved character and made them black people would be upset by it. Should they not be? What i am saying is that it seems like you're saying that since white people are much better represented and historically perceived as good that the opposite cannot exist for them right? Since white people are perceived as oppressors they cannot be oppressed and if that is done than it is deserved? But non-whites can never be oppressive right?

Nope. Intention is meaningless. It doesnt matter if you were ignorant or well meaning. If you do or say something racist, its still racist.
The opposite of white washing could exist in theory, but not in reality. The world isnt perfect. Not everything has an "opposite". If things were totally equal, and black people has equal representation in media to white people, then yeah blackwashing could be a problem, but since thats not the case it isnt a thing.
No they shouldnt be. As long as being white wasn't a core part of who they are or their story, no one should care if they are made black. And in most cases "white" doesnt even mean something other than how they look.
Yes, because of those things it cant exist and they arent/cant be oppressed. Non-whites can be oppressive, just not to whites. PoC can oppress each other.
Let me give an example. Merida from Brave is probably a good example. She is white and being scottish who are (especially back around the time that it is set) almost exclusively white is a big part of her character etc because of this. She should not be made black or any other race. Most white characters especially if theyre not human, dont have to be white and the fact they were white before was entirely arbitrary (if not racist to begin with) and thus them being changed to any other race, regardless of how "nostalgic" you are/claim to be (using the general you here not meaning you specifically) for the original look, is totally fine.
