I like the artstyle but the text seems more fitting to an action-packed piece if you get what I mean.

Of insulated cotton? Look at Mei's neck in game she ain't fat thats for sure, but she sure is wearing HUGE ass coat and insulated leggings and shoes and gloves.

Ah yes of course, she's thin in this drawing because of heavy clothes. Silly me. Ad the fact that she have been reduced in size everywhere BUT her breast is because she's wearing silk over bare skin in the general area of her breast, of course.

True they might be a bit big but given that they stick out while she's wearing all that they would have to be fairly sized. Normally the compression from wearing a heavy coat with insolation would push the body down in size like wearing a sports bra.

Breast size doesn't equal fat. Given her neck size in the game and face you can get a generalization of her body mass index, hers would probably be around 19-20. Given her character concept art key word concept you could say it might be higher but I doubt it.

Mei definitely is stacked up top but she's overall small petite and wearing a hell of alot of cotton and fur coverage and her leggings are no exception to this. She's basically wearing an eskimo suit and they don't wear tight leggings. Only way you can tell her weight is looking at her face and especially her neck she's tiny little thing.
