You know, it's not really possible in widowmaker case, is a videogame character, but she suffers a fictional version of 'Cyanosis' that is a bluish tint that your skin can develop if your body isn't getting enough oxygen. You can't turn purple skin, but you can turn some sort of blue skin.

To give you a more exact answer, the reason that her skin turned that shade is slightly because of the reason they gave you. Talon altered her body so that she would need to take in less oxygen (as snipers often hold their breath when aiming). Breathing makes your body move, and can mess up your aim. She can get by with less oxygen intake than regular humans now so that she does not have to breathe at all when aiming, giving her a completely steady down-sight aim. Hope that clears it up for you.

To make it even more confusing, the reason she's part of Talon here but not yet blue is because at this point she was only a sleeper agent (having been kidnapped and mentally reprogrammed). After she murders Gerard through poison or w/e she returns to Talon where they complete her conversion into their most successful killer (slowing her heart rate and making other biological changes, turning her blue).
TL;DR: here she has been mentally reprogrammed by Talon, she becomes blue after murdering Gerard and returning to Talon for further science experiments.

XD sorry, but I just remmembered something about widowmaker, one of my siblins whatch me play overwatch and I was playing her, so he asked me, what was her name, and I said widowmaker, but he misunderstood and thought I said window maker XD and you can guess what happen after that, but since then he calls her windows maker :v

I love the picture. Great job. There is a lot of detail here and I like the raindrops on her and in the background. Very nice!
