According to Valve logic and standards, a power armor is a hat. An exoskeleton is also a hat. As such, it is only logical that a power exoarmor is a hat.

Fake OP PowerStats:
Possitive:
-65% less damage taken from all sources except energy weapons
+25% accuracy on primary weapons
+100% melee damage
Allows walking while firing the Brass Beast
Allows running while firing any other primary weapon
Armor can be repaired by Engineer up to 50%

Negative:
Cannot be healed by Medic nor Ubercharged
Cannot pick up health items
Can only properly heal at dispensers or a Payload cart's dispenser
Armor can be repaired only once
After taking too much damage, the armor will break and fall off
