teru teru bozu is a japanese charm for sunny weather, or for rain if hanged upside down.

in the nursery song the person offers golden bells and alcohol to the monk if he will make the rain stop but if he will fail the person will cut his throat.
the nursery song is based the tale of the teru teru (shine) bozu (Buddhist monk). a monk that promised farmers to stop the rain and bring clear weather in a rainy season to save the crops. When the monk failed to bring sunshine, he was executed (charming people).
