It's hard to explain in few words...
First I make a new canvas in any size and draw something on it.
Then I apply some filters (ps own and others like kaleidoscope, simple filters...) to create a pattern.

Look at this link [link] , there is way how you can make patterns. There is also the link to the kaleidoscope filter.
There are still many other possibilities how you can create patterns, just play around and experiment.
