Naturally, Wolverine would win. No amount of force or impact that Knuckles can deliver, even during his godlike transformation could stop Wolverine. Well, maybe if he achieved some cosmic power level, but that's farfetched.
Unless Knuckles could break his own neck trying to group scientists and military for the assembly of a strategy and succeed even, the answer remains: no. The tactics would have to include highly technical methods and devices that can limit, hold, weaken, or destroy Wolverine completely, to the adamantium and his essence beneath, with the help of the echidna race. They wouldn't even bother; such knowledge and power can be contributed purposefully.
Again: who in Hell can contain Wolverine?
