After Noctis returned, Hawk revealed his true identity to Elios. They had a duel, in which the Hawk was defeated, but Elios spared him (unlike the Dark Sanguinolento). Later, Eagle freed Hawk from his imprisonment.
The hawk could have continued to claim power over the opposition, but wisely judged that Noctis looked much more convincing.
After the defeat of Elios and the disappearance of Noctis, Hawk took command of the Air Tribe. He was its unstable ruler until the return of Jessica, whom he considered an incompetent girl. When she finally disappeared, the Hawk again put himself forward as the ruler, each time increasing his influence and driving the freedom-loving people under tyranny. Under his rule, the Air Tribe became the strongest Tribe in Gorm, left alone by all the others. However, what seemed like a sharp shield on the outside, cracked inside. Many important members of the Air People felt slighted, as did the mere gorbattente. So when Jessica returned, many thought it was a good chance to get rid of the tyranny of the Hawk. The Hawk himself was not going to give in.
