Rukata and Hiro had a history with each other, Hiro was teamed up with a fifty man team to apprehend a team of Ninjas related to the Kozuka Ninja Assassins, he is one of them.

Most of them were caught until they found Rukata then everything went down the drain, he was swatting them like feeble flies.

Also he gave Hiro a wallop as well although he did give him a run for his money, but he wasn't able to top Rukata off and lost disappointingly.

Hiro made it his goal to arrest Rukata Possibly Dead or Alive.

Let's say this is more like the kind of world Hiro lives in a Soldier with a mission to finish.
