Yes, it's supposed to look washed-out.

This here is Rhyde, a weathered (no pun intended) stormchaser out to find Cloud Nine (which is, of course, a real place) with his partner Mooshka in their airship, the Banderhough [ban-derr-hew]
drawn and colored in about two hours, the majority of which was spent finding lake-red amongst the piles of orange-red and the like.
Colors look better on paper - my scanner is evil.
