How to open:- Extract the .rar file

It'd bugging me that the FAVE IT!! bubble keeps popping up even though i'm not actually touching the button.
My mouse is to the left of the button, along the bottom of the box.

Wow.. I really want to use this.. but I don't know how it'll look on IE, and everyone says it's bad (and I don't have IE so I can't try it out)

Well a lot of people on devART use FF soo I don't think it's a pretty big problem. But yes, it doesn't look pretty good with IE

Well, I don't really wanna use it if it won't work on everything...
Though the message centre doesn't actually work on everything, it spazzes on some of the school computers. (pretty shit computer though)
I understand how hard it must be, that's why I gave up on css! XD
