After the first Diamond Dog Human Wars the Diamond Dogs make a piece treaty with the humans were the Diamond Dogs give several thousand square miles of land to the humans as tribute for losing to the humans in the first Diamond Dog Wars. The humans add this new land to the eastern state of Nowhere. The only concession that the Diamond Dogs demand from the humans along with the Changeling Empire is that the humans maintain the flow of power though the new human territories to sections of the Diamond Dog Lands and the Changeling Empire. The Changelings agree to pay a fee to the Nowhere Lands power authority for the repair and upkeep of over 390,000 miles of Diamond Dog built high voltage lines at a yearly fee of forty million dollars a year.

This yearly power line rental fee might be fairly expensive form the outside but the Diamond Dogs were making a killing selling power to the Changelings and wanted to keep the flow going intill they could use enslaved ponies to build a system of new lines though all Diamond Dog territory.

The Diamond Dog built power lines used all very substandard materials such as poles and towers that were only 25% as tall as they should have been along with poorly made wire. The Diamond Dogs using enslaved and beaten starving ponies to build their tens of thousands of wooden poles angered a lot of humans in the human home land along with in Congress.

The Nowhere Lands Power Authority however decided to start upgrading and rebuilding the poorly build Diamond Dog made power lines to modern human standards. This was not done to make things better for the Diamond Dogs power shipment business but to avoid the dangerously over loaded poles and wires to not start grass fires in the Nowhere Lands or to electrocute people or ponies. This however led to a very eff cent and safe power flow route across the Nowhere Lands. That made the Diamond Dog's nobles question the idea of wanting to start another war with the humans.

At the same time the Nowhere Lands Power Authority was not stupid and did build their systems around the Diamond Dog power routes with the idea that a if a second Diamond Dog war started and ended. The Nowhere Lands Power Authority would take over selling power to the Changelings.
