Eh, CW 4Kids was fine,Vortex had re-airings of Transformers Prime and Power Rangers Timeforce, The CW only had Spider Riders and Kamen Rider: Dragon Knight long before Vortex came along, Fox Box and Kids WB are tied with having a lot a lot of anime, the only thing Qubo had was Veggietales and 3-2-1 Penguins, ABC Kids had a lot of cartoons, including that "Revision" of Mighty Morphin' Power rangers, they had the episodes that went from Day Of the Dumpster to the three part Green With Evil episodes, Disney did a have a good run with other Power Rangers shows as much as Fox Kids did in the 90s, and as far as I'm aware, Jetix was also an afternoon block along with Toonami before it was moved to night time.
