The Blue Tsar Sleetwing or Sapphire Sleetwing (Lupodraco serbica tsar) is the one of the mythical creature introduced in Earth Responsibly universe as part of Rapunzel's Tangled Adventure.

Physiology
The Blue Tsar Sleetwing had shiny gray skin, sharp, sickle-shaped claws that were grayish black in color, and bluish gray feathers with pale blue sapphire-tipped feathers.

Abilities
Blue Tsar Sleetwing can fire its highly explosive ice blasts with blue electric and salty water from a far distance with a lot of power and pin-point accuracy.

Behavior
Sleetwing is an Elder Dragon who is generally peaceful and willing to coexist peacefully with a variety of creatures, including people, animals, and monsters. People once revered it as a protector who would punish bad actors. It appears to be relatively clever based on its deft use of its limbs and apparent comprehension of emotions like gratitude or animosity toward heavy snow, sleet, and rain.

Distribution and Habitat
Shaun Hastings claims that this species, which was a fast-growing native of all biomes in Eastern Europe, is a case of sympatric speciation between the common Sleetwing and the Tiurkizdarosh.

Tamed
Only Sleetwings are recognized as being strong, alone, and distrustful unless a princess or meteorologist shows up. If ever discovered, the first step in teaching it would be to get its attention while being fed ice cubes by its owner. Next, if you have the bravery, you must win its trust and demonstrate that you pose no threat to this dragon.

Like most other dragons and snakes (including mosasaurs), training this dragon requires mutual respect and trust linked together (as usually found by one of the Ostara's dossiers). After that, the good old method of strengthening a bond by placing a hand on his snout works best between the Earth and the Sawintir.
