We spent 3 weeks in Iceland, in May and June 2014...I dream to go in September to help gathering sheeps !!! I see that you can help in Blonduos village !!!

3 weeks are what you need to go round, we went round all Iceland in 2014. Rent à 4WD car, it's necessary !!
And if you want to see puffins very closely, try the last eastern fjord
Are you sure that Western fjords are still reachable in september ? I don't know when snowfalls arrive but maybe it's sooner in these parts of Iceland ? We didn't had time to go in this part cause it's far, one whole week for this part is the best

I can get all the way round in September. I know they close a lot of roads after August but I still have time to make my plans

I saw many puffins in the South of Iceland but they were too far away to photograph well.

In Vik, Puffins were too far for me too, even with 400 mm lens 
Maybe to be sure, you can start by Western fjords and then, make your turn in all the rest od Iceland
