With her goons Rotti and Lulu, she steals...well anything sweet really!

So she's just another villainess Mysterion can fight I guess. Not official or anything, but she was purely made to be a villain he could realistically go up against.

Cause hey, she never grew up and went into a life of crime and wanting candy. There's really nothing else to her.

She's like Harley Quinn without a Joker. She works mostly solo (minus Rotti and Lulu. They are always close behind her in schemes and plans.), she doesn't have very many rouge buddies (Maybe soon she will.), and while she will likely be in combat with Mysterion at any point where she's doing bad, they somewhat get along.

Maybe because she actually listens to him as opposed to police? If he tells her to stop she will, though she'll childishly pout and defiantly tell him how rude he's being to her.

So there's Candy coat. Some strange villainess who really isn't evil; just spoiled.
