FINALLY. Something short, sweet and to the point. I hate reading long unnecessar information about OCs, that really just puts me to sleep. The only things I would like to know about (personally) are names, ages, occupations if they work or not, likes and dislikes, personality of the actual person, birthdate information and where they fit in with their storyline.

Hmmm, I usually just make sure that it fits the character. I go by star sign traits sense I have a lot of trouble with just picking a random birthday outta the blue; most of the time it just doesn't work that way for me and it feels like cardboard cut out on my end if I do it that way. I do research on everything to include birthdate. If my character has been around since the 1600's, and is still alive, even then it's research.
What I leave out is blood types and everything else that's redundant and unnecessary if it's not needed. Nobody wants to sit there and pages and pages of your ocs as if it's a book report.

Intriguing.. Normally the d.o.b. is something I leave out, since it's not something that affects a character day-to-day or are liable to mention in conversation. Things that helped define the character and continue to do so, whether a childhood experience or a treasured trinket or dress style, have the higher priority in my opinion. And as for star signs, I tend to cluelessly ignore the personality types and nuances they might offer. It's an idea though, mind if I try it out at some point?
To me, the speech patterns and outlook on life are the important things, and the rest is trivia. Not useless mind; the existence of a younger sibling or three who never actually appear in the story makes a character seem different, for example; I've found that writing the 'book report' (nice analogy that, very apt ) tends to add flesh to even the most two-dimensional character. And, of course, never underestimate the ability of a Chekhov's Gun like a blood type, especially when you need a side plot to motivate the cast (the arrogant rival suddenly learns he's capable of donating a kidney to the lead character, who needs it for [insert reason here], and how he handles that helps define the rival and his relationship with the character)

Actually, I don't use a lot of information because when I create the characters, I want to make sure they fit in with the story, and if I want to add a little bit of extra information, like background history, where they come from, occupation, etc, then I do. But for me the most important thing is making sure you have a well rounded character, a character well thought out, and balanced. I focus on everything else later. Usually my characters are what makes the story. Without the character you have no story. You can focus on the story's plot all day long, but if there's no motivation of "why is this happening" behind it, you get stuck a lot. Some people can create things on a whim, and if they can, great for them, but a wonderful method to use is "the character comes first."
Trust me, it works.
Then focus on all the other details
I don't care if you decide to use the birthdates, go on ahead. It's in a majority of a lot of people's profiles. Some people use birthdates (ages as well), some people leave them out. I prefer both of them, because that gives people an idea of how old they are. I create a lot of stories, and I do a lot of deep thinking.

Not sure what you mean by that, been a long day and all, so I'll answer both possible questions.
In terms of using this for a Street Fighter character or similar, it should serve the basics as it is. feel free to add sections if something specific needs looking at, i'm not the one to ask i'm afraid.
For making one specifically for Street Fighter, I'm afraid I don't have the knowledge of the topic to try.
If i've missed the point entirely, please clarify and i'll reply as best i can.
