to be fair he gets annoyed with just about anyone XD He'd likely just put up with Kiyomi until she gave him a reason to attack. Arctic is more passive aggressive than just being aggressive. He's very aware of the fact he is very young and weak, just able to take a lot of damage. How ever that doesn't mean he won't be a rude asshole.

Meh~ I think they'll be fine, Arctic seems more easy to deal with than
Pluto XD

Could you blame him? Eh, I wouldn't say Arctic is as spiteful as Pluto, he doesn't actively make it his lives mission to make other's suffer. Arctic's personality is the result of the instability in his childhood. Phantoms for the most part are very social creatures and need companions. Arctic wasn't much different, being of 2 highly social species, forced into solidarity and ostracized left him very much broken.

Yeah. The biggest thing with Arctic and new people will be the evident lack of trust. So if he were to meet Kiyomi, he'd not trust her at all, being quite attentive to her every move. Either that or he'll just try to get away from her, really depends on his options. 
It's more interesting given his lack of emotion, at least out ward emotion. I think Arctic more or less needs a hug :/

Yeah, I don't think he minds hugs all that much, He just won't actively search them out or do much, chances are he'll just stand there. 
XD Trust me if he doesn't want to be around someone Arctic will bolt. He is very fast.
