Updated as of the Spyro N. Friends Grand PrixImportant! These are my choices, so don't give "Negative Nancy" or "Star Wolf"-logic.
Otherwise, make your own.
Most: Crash Bandicoot, Coco Bandicoot, Dr. Cortex, Fake Crash, Megumi, Tawna.
Often: Gnasty Gnorc, Pinstripe, Dingodile, Liz, Isabella, Ripper Roo.
Sometimes: Crunch, Tiny, Papu Papu, Big Norm, Polar, Pura, Hunter, Komodo Joe, Ami.
Barely: Spyro, Nitros Oxide, N. Trance, N. Gin, Baby Crash, Baby Coco, Baby T.
Grand Prix Only*: N. Tropy, Zam, Zem, Krunk, Nash, Small Norm, Geary, Real Velo.
Overrated: Penta Penguin (he is so frustrated like Donald Duck's annoying cousin: Gladstone Gander.)
(*) I'll use these characters if GP challenge request those. (example: Complete 5 races as Nash)
In other words: Never use.
P.S. N. Tropy was meant to be "sometimes"-tier... but, unlock him is nearly impossible. (his time trials)

Nice list. I feel like our lists aren't that much different from one another as the characters that do differ are mainly only 1 tier different with a few exceptions ofcourse. 
Megumi and Tawna are definetly the best Nitro Squad girls though!
