He, it, whatever basically only comes out to torture an adult/parent who neglects, abuses, murdered, etc. a child (15 and under). He doesn't kill, instead he toys with the victim by scaring the victim and trigger some terrible memories until the adult/parent promises to never do harm to a child again.
if the adult/parent continues to harm children he will come back and put them in his cloak which will lead them to an endless amount of torture

so yea I guess u can say he's nice?
