Kemuri was born to an Octillery father and a Horsea mother, the oldest out of 3 kids, and raised in Blackthorn City, Johto. Throughout his youth he was homeschooled and most of his friends were the children of family friends. Kemuri appreciates all that he’s got but something was missing-freedom. He was sheltered growing up but he always thought of breaking free of that, to have a taste of freedom and risk. He got his chance one night. Kemuri and his friends conspired to sneak out on and took a ride downtown to partake in some illicit activities like gambling and drinking. The next day his parents found out and they berated him for his action. The authorities were made aware of this and gave charged him with a fine and community service. His parents still were not ok with it and worried news of Kemuri’s recklessness might spread and figured Kemuri might need a little more discipline. They sent him to Plumeria Academy, a rigorous boarding school undergoing a transition to a prestigious preparatory school, hoping he’d learn to behave more responsibly. The poor Seadra never had a say in this but he didn’t want let down his parents and so he packed his bags.
