how? Simply.
Research refs (looking, looking, looking, study concept form).
Create model (move, split, extrude etc. and check form).
Mapping it (planar->relax, planar->relax, planar->relax ohh.. very bored time).
Create texture (look on concept, drawing, look on concept, drawing,...)
and upload on deviant

That is so beautiful! Congratulations on getting a daily deviation! It is well deserved! This is a very beautiful example of a low-poly game model (which, call me crazy, I enjoy much more than fullblown hyperrealistic 3D images) ... the textures are beautiful and have this lovely painted feel, that I really adore!

very, VERY nicely textured! Beautifully soft colours, a great model and a superb finish!
Maybe a few flicks of highlights in the hair would help? Never played FF after the snes ones, so I don't really know the style, but that's just something I see that *could* be an improvement.
