EDIT: i just changed that warninglight, i was told, it wasn't very obvious what was going on in the last panels.. as u might've already noticed, ryan/feisty is not really wanted in that lab, but since he's already superheroish (although without special powers yet) he can enter governments facilities as often as he wants to. still the scientists don't want him to come near their "experiment", so he bashes that letter from amnesty in their faces. few days later (new clothes, and btw YES trevor/riot CAN read XD) they came up with a plan to get rid of ryan.. telling more would spoiler part 3 XD
