A young gentleman who has a strong sense of strategy and decision. Being a politician and a person of importance, Virgil is more often than not called by his last name, Kelly. Even among more closely netted relationships he is called such (as in Paratum tradition it's more proper to show such respect to important and impactful people).

Throughout his life, he's known to be a prodigy and graduated from school at age 16. Because of this fact, he is put on the pedestal quite often and is expected to reach the highest of expectations. Although he can get stressed under pressure, he deals with it efficiently after years of practice. At age 18, he decided to pursue the law field in hopes to help the people as much as possible. At age 20, just graduating from law school, he was soon elected as a member of the cabinet, which was rather controversial at the time for various of reasons. Virgil is the youngest member of the cabinet even to this day.

Virgil is a optimistic realist and tries to look at the bright side of things while looking at the more realistic side of such. He is fully aware that the future of Paratum and its citizens' lives lands on his shoulders, and such he tries his best to reach for the best positive outcome. Although friendly and social, he does seem to keep people at arms distance and avoids creating close relationships.

Although being a prodigy, Virgil has problems involving losing items frequently. Even though he tries his best to keep his room and office clean, if he lost something of importance he will create a mess till he finds the item. this scenario worsens if he loses his glasses, which are vital for reading notes and speeches as he can't see things close that well.

Virgil has only met Morgan in recent years as Morgan's father is the prime minister of Paratum. Virgil finds Morgan interesting in many ways whenever they see each other, though he has noticed Morgan has a tendency to be naive and childish quite often.
Though not close, they are in friendly terms.
