if you don't mind me asking what is that painter can do that photoshop can't so you have to use both? or is it the other way around?

Painter actually blends the pixels like working wet into wet in traditional media. For me , it's more like the physical painting I'm used to.
I use photoshop more for image adjusting and dropping in textures.
