I have an idea for Shadow taking over the Black Arms after killing Black Doom. Then because the society is so broken down and based on bare needs alone, Shadow isn't ready to let them mingle with humans and mobians in the outside world. So Shadow decides to let factories be built in the Black Comet so he can begin making jobs and a currency system. His greed however hurts him. He isolates himself a bit. Eventually he and Rouge get married in spite of this. Rouge is offered the job of helping Shadow raise Silver. (Robotnik tried to clone Shadow but ended up making Silver instead, Adult Silver knew about this and came back to prevent Black Doom killing Shadow, Shadow agreed to adopt Baby Silver and avoid Black Doom if he could help it, ultimately this came with sacrifices.) Rouge is also offered the job of bringing culture to the Black City, so she encourages art, music, and food with tourism. In the Black City, visitors may come in, but residents may not go out yet. With the factories growing, pollution has been going up and Rouge worries about her half of the city as she's running out of more space and the people worry about companies abusing them and Shadow does nothing. Rouge offers her help but Shadow never takes it. They basically end up becoming Hades and Persephone from Hadestown, which is my favorite musical. When listening I decided to illustrate this scene from Chant II and that's the very long context thank you for coming to my ted talk.
