So, yes: Mufasa does understand that Scar is a dangerous person, specifically a potential danger to Mufasa himself. But he is very, very emotionally burdened and drained after the deaths of his parents in rapid succession. He is making a horrible choice, but I hope you can understand why he is doing so.

You’ll also note that he’s “remembering” inaccurately—young Mufasa and Taka didn’t quarrel about who was better, Taka started giant fights out of nowhere because he was insecure.
