This didn't take too long. Well, If you don't add anything else too stylish or very detailed that is.....maybe next time I'll add some background. ^^

how do you make an animation (what website and how)

I'm pretty sure they used adobe animate Β to make this. It's not a website, but a program. It's a bit expensive though. 
You can animate with some photo editing and drawing programs (photoshop for example), although they won't be as easy to work with. You can use certain websites for pixel art animation ( www.aseprite.org/ or www.piskelapp.com/ ) which are free.
How to animate isn't really something you can answer in a single comment. There's some decent tutorials on youtube though:

Heheheh, that's like Sans and Papyrus in a nutshell. Papyrus overdoes it, and then Sans adjusts the outcome to help Papyrus feel awesome.
