Victoria Prentice is Vlad's niece and a rogue ghost hunter. She and Vlad were pretty close when she was a child, hence her vendetta against Danny and his family and friends. She was 6 to 8 years old when the Disasteroid incident occurred. She would publicly take control of whatever assets Vlad left behind on Earth 20 years prior that haven't been seized by the government, and basically became wealthy enough to be an heiress and high society dinner hostess, while Vlad stays in the shadows.
