Basically, this is how it went down when I thought it up.
A Time Lord, went all human-form and locked their Time-Self up in the FOB WATCH! Then, nasty Cyberdouches came along, took the brain, stuck it in the Cyberman. Then that little chippy thingy in the Cyber chest, under the Cybus Industries logo, got destroyed, they got all their memories and personality back. But the fake human memories and personality. They then found their body, and took the watch. They KNEW the watch was important, so turned it into a necklace! Huzzah! But they never opened it, because... you know. They have to be told to open it, so they don't open it by mistake? Remember? Yeah. So basically, a time lord trapped in a human trapped in a cyberman. Sad. The blue paint over the eyes is just... a bit of individuality expressed once the chip was destroyed.
