let me guess its a down burst in the central plains area because I see this all the time...its when powerful thunder storms are holding a huge amount of what and the cloud can barely hold on and theres some stuff involving weather and what not....

Hehe yes, well I wouln't call it normal - this was very special, normally the weather is similar for the whole country, but this was a very small but concentrated rainfall. I guess it was about 1-2 kilometre in diameter.
