I imagine these are bonus characters you get once you finish the game. Latin and Lord are supposed to be unbalanced, Latin does high damage and Lord can Heal and revive Team Mates. While Cod and Phil are joke characters meant to be make the quests a bit more difficult, Cod only knows one skill which is to smack his wrench which does low damage and relies on levelling up to get anywhere while Phil can't do anything.
