This is another breed of Zora that is referred to as “River Zoras” by the friendly Zoras introduced in the modern games. They pop their heads out and spit a fireball at Link from a distance. In some cases they will leap out of the water and attack, though they fall on their butts hopelessly once struck on land.
Maybe im the minority here, but I think these guys are adorable.
