Meet Jinx the cat see and her human familiar Lyra. Yep, the cat is the witch.

Jinx makes a lot of magical wands and special casting feats to make it look like Lyra is the spellcaster (which delights Lyra).

Lyra's from a family of witches and wanted so desperately to become one but didn't quite have what it took. So praying to the pagan gods (mostly Hecate) she was sent a cat who was a witch so Lyra could still 'sort of ' be a witch by becoming a familiar. Eventually Jinx became an 'improved familiar' and turned into a cat shee.
