Howie is a skittish and shy, but very smart pre-teen Coyote. He wears a special straw hat. Despite his personality and the fact that no one believes in him, Howie has always wanted to be part of the K-9 Police unit. Being a police dog and protecting those who can't protect themselves is all he's dreamed of. I believe he can do it because anything is possible.
