It's the neck muscle. Meaning when drawing a character, it should show (as a line).

I am really curious as to how rough your sketches are before you refine them, and what shapes/how detailed you make for figures. Aside from the circles in the shoulders, arms, and legs.

I know it looks like it was a bunch of squares refined for hours to look like sketches 
Because I never draw traditional way my sketches are all cut and moved, thats why I'm refining them. It happens because I have to draw it on 33,3% zoom out so the line is not accurate and I can't see much details but I can see the whole figure. It's a kind of consensus. And then I zoom it in and see what happened to the details. So I refine it.
Sketches are clean when the resolution is lower so I can see the whole body with 100% zoom.
