I'm not sure how to explain it,
but it's because in how I see it, when you outbid someone, it's kind of like you already took the "power"(lol) from the previous bidder, and that previous bidder would either try to take that power back(by bidding again) or quit. I see the last bidder as a person having that "power" and in no way he/she can give it up unless someone outbids him/her(why did he/her bid on it in the first place if she/he can't pay for it)
Hope it made sense ;u; I'm sorry but I'm quite strict when it comes to auctions like these because I've already faced something like this way back, and now that DA made that new feature for the comment, it made my job harder.
