Description
This was a request from EmilyAckroyd and she asked me to make a Rainbow Quartz gemsona.
So Rainbow Quartz is one of the exclusive members to White Diamond's court. The reason why she's exclusive to her court is because she served as a spy for Homeworld during the time of the Rebellion. With request from White Diamond, she was assigned to disguise herself as a Crystal Gem and get as much information as she could about the enemy, Rose Quartz.
Rose eventually found out about Rainbow's true purpose and confronted her but she managed to escape. Rainbow Quartz didn't get a whole lot of information but she was able to retrieve some valuable information about the rebellion (and some is better than none). She told the Diamonds about Rose's healing powers and all the weapons the Crystal Gems had in their possession, like the laser light canon and basic artillery. With this information they were able to make advanced weapons and ships.
*her gem is not directly on the navel, but slightly above it.

So, who does she currently report to? If anyone at all? And is her allegiance still with Homeworld?

She reports to White Diamond and her allegiance is with Homeworld.

Does she live on Homeworld or stay on Earth?
And does she stay in her black and white form or her Rainbow Quartz colorful disguise?

She lives on Homeworld and she wears Black and White. Living on Earth and wearing color was just a facade to make Rose think she was a Crystal Gem when in reality she served Homeworld. She was assigned to go undercover and get information about the Crystal Gems, so she changed her appearance to fit the mold of a rebel.

Oh btw this is Emerald with her Pearl companion, Eminence (she's called that to avoid confusion between her and Crystal Gem Pearl. Eminence is a shade of purple) with their Crystal Gem designs.
If your Rainbow Quartz fused with Emerald it might happen during the time that Rainbow Quartz was pretending to be a Crystal Gem or between the time of Emerald forming and Emerald fleeing Homeworld.
