He's a comic book character inside Supreme's universe, a second version of Superman alongside Supreme. Supreme, as Ethan Crane, is the artist on the series while his girlfriend Diana Dane is the writer.
Jude wanted to go for a Silver Age reference along with the many references Alan Moore put in "Supreme," so Omniman's weight gain comes from exposure to his version of Kryptonite (like how Superman and his supporting cast often got fat during the Silver Age)."
