Dr. Hugo Strange, DCember Day 26.
The self-declared “only sane man in Gotham” and my favorite Batman villain. Hugo Strange was originally a mad scientist turning men into monsters and having them commit crimes for him, after Crisis on Infinite Earths he was reinvented as a psychotic evil psychologist who had deduced Batman’s identity and insanely wanted to become the Batman himself. Now in the modern age of comics both versions have been combined into a very very strange and awesome character who uses a bizarre mixture of psychology and monsters to terrorize Gotham with nightmarish plans that barely make sense to anyone but himself.
