But in order for Lucario to know the move, Bullet Punch must be still in its moveset before evolving from a Riolu...

i don't know a lot of people who would evolve a lucario but still keep the moves it had as a riolu

i don't usually use moves that have low PP (like fire blast and hydro pump), and they usually tend to be rather inaccurate anyway (80%, i think?)
