Decided to give this a try!ONLY for programs that have layers.
Rules are the basics;
Don't redistribute the base. Do not put it up for free or for money
You may make adopts on the base?? If you want

To make it, simply color the frames and put it together in a GIF maker (all websites I use are linked below)!
I put in the blink w/ the animation speed 100, and then add some of frame 1 to add a pause before the blink!
You may change/edit whatever you'd like! This includes changing the lines to match your character, adding accessories, and shading!
This base is 500 points!
