Herculious Anchortus was the Guardian of the second area of Neo Arcadia's Shrine. He was subsequently destroyed by the greatest and most awesome badass of all time, Zero.
Designed to handle high-speed impacts with ease, the jets on his back and sharp horn are his greatest assets. His arms launch off, and are quite capable of handling the stresses of slingshotting him, his primary method of maneuvering while at higher speeds.
