Okay, then SPOILER ALERT!
During Terra's story, towards the end Master Xehanort (who, now that I think about it, would be perfect for the president that the rest are aspiring to replace lawl) manages to take over Terra's heart and body. However, thanks to the combined yet separate efforts of the Lingering Sentiment and Aqua, he manages to lose the memory of who he was. And it is Terranort that Ansem takes in as his apprentice, and thus leads to Ansem SoD and Xemnas himself.
