Since someone has tried to upload my work here without my permission I decided to go ahead and upload them myself here.

An edit of Mike Haggar's default skin to represent Senator Armstrong from the Metal Gear series. It replaces his default costume.
Also included in the .rar file is a replacement for his background music, switching it to "Collective Consciousness" from Metal Gear Rising: Revengeance. There are also replacements for all of his victory and introduction voicelines.
